I have the honour to transmit a copy of a letter which I caused to be addressed to Mr. C. F. W. Bowen-Row- -lands stating the grounds upon which I proposed to suspend him from the exercise of the office of Secretary to the Sanitary Board together with a copy of his reply.

After full consideration of all the circumstanc-

-es of the case I have allowed Mr. Bowen-Rowlands to resume duty but I have informed him that his next increment which would in the ordinary course have become due in September will be deferred for a year and will only then be granted if his work and conduct are satisfactory. In the meantime I have instructed the Head of Sanita- -ry Department to supply me with a monthly report thereon.

During the period of Mr. Bowen-Rowlands's interdiction Mr. M. J. Breen, Passed Cadet, performed the duties of Secretary to the Board while still acting as Assistant Postmaster- -General and for that period I propose that he should draw one- -third and Mr. Bowen-Rowlands two-thirds of the salary of Secretary to the Sanitary Board.
